I say finish it. cause leaving it empty on the bottom and such makes it seem odd and incomplete.
Unless you'd like to get creative under the masks' chin. like.. make the rain into gas.. so the top of teh mask is all rain.. yet the bottom of it is raising gas.. I dunno, just a thought.
But I like how you've done it so far. I specially let hte wet detail on the mask - my favorite part..

Actually, I like the coloring/lighting and the textures involved. I like the rain - it adds a bit of natural chaos to the deathly icon of a gas mask.. but if you're looking to work some more on thise piece, maybe add droplets falling off the mask and such. Again, good lighting and color.
